The following css-masking tests have `<link rel="match" href="about:blank">`: mask-image/bad-mask-image.html:<link rel="match" href="about:blank"> mask-image/bad-mask-image-svg.html:<link rel="match" href="about:blank"> mask-image/backdrop-filter-bad-mask-image.html:<link rel="match" href="about:blank"> mask-image/backdrop-filter-mask-image-while-loading.html:<link rel="match" href="about:blank"> These seem to dump text output instead of running as a ref test.

This is a side effect of us only looking at `<link rel="match">` at import time, when we construct the `-expected.html`. With `<link rel="match" href="about:blank">` we have no file to copy, so do nothing. Then the test runs as a text test at runtime.

I'd rather fix this by fixing bug 204022, but we could certainly add a workaround to the importer, writing a zero-length file for about:blank.
