Implement WebPreferences::setFullScreenEnabled() and fullScreenEnabled() on the win port of WebKit.

@Jer Noble: I guess this is referring to the discontinued "Apple Win port", so I'm closing the bug. If this is incorrect and you think some pref APIs are still missing, feel free to reopen.
