Last year, the WebDriverBiDi spec added the emitting UserContext to the generated events[1] as an optional argument, with the WPT tests updated in [2] last June. Currently, we have the spec issue at [3] open to make them mandatory, with a PR in [4], already open and to be discussed today in the BTT WG meeting.
