A demo such as `<header id="header">Header</header><section id="section"></section><script>section.moveBefore(header, null);</script>` will result in the header keeping a banner role, rather than a sectionheader role, so moveBefore needs to notify the acc tree of the move.

While the above issue seems to be fixed now by another change there's also the web inspector which needs updating too.
