For text-decoration-skip-ink, we skip a gap on either side of the affected letter. The problem is that the gap scales with the thickness of the line rather than the size of the font, and thus can give very weird results for thick decorations. See Karl's testcase from https://bugs.webkit.org/show_bug.cgi?id=276156#c04
