It should be possible to allow text entry when a window/tab/web app is full screened, provided that the user grants the permission to do so.

I'm unsure what the bug was about but the attached testcase shows input is accepted with the fullscreen API. Feel free to reopen with more details if that's not correct.

This test doesn't appear to work on iPhone for me (I didn't try iPad).

On iPad fullscreen exits immediately when the input is focused. On iPhone simulator (with fullscreen API enabled) it does the same. So let's say this bug was about iOS.
