On some platforms css3/filters/custom/effect-custom-transform-parameters.html has a small pixel difference.

Created attachment 161367 [details] Patch V1 Trying to fix by removing the white border around the image. I had that initially to test rotations, but that never seemed to work correctly because of the anti-aliasing artifacts.
