It is most visible in IM programs like Empathy where selecting a text with emoticons, copying to the clipboard and pasting as plain text strips the images away. I'd expect it to use the "alt" attribute instead as this is the closest representation in text mode. You can test it in Empathy, Chrome, Chromium, Midori etc.

1.2.2 but I'm pretty sure it has always been the case.
