GPU process creates VideoFrame instances, for example for camera capture, and WebContent process would like to create VideoFrame identifiers too, without asking GPU process to allocate them with synchronous messages.
Split the ObjectIdentifier space into domains: GPU process generates its identifiers with the top bit set. This way WebContent process and GPU process can allocate identifiers independently, each on their own timeline, and the identifiers do not collide.
