Captures are currently always encoded as PNG. Remaining work: thread format.type and format.quality through to the encoder so image/jpeg is honored, with unsupported types falling back to image/png per HTML's "a serialization of the bitmap as a file", which the BiDi encode step delegates to. WPT: capture_screenshot/format.py.
