Some of our regression tests are time zone-dependent and fail when run under any time zone other than Pacific {Standard,Daylight} Time.

Comment on attachment 28987 [details] patch + changelog v1 Clearing review flag. This patch is now attached to bug 4930, but, as noted in that bug, does not completely fix the problem.
