`CSS.supports('scroll-snap-type: mandatory')` returns true but it should be false.


CSS Scroll Snap [1] which is supported by Safari require 'scroll-snap-type' to have the following syntax value.
none | [ x | y | block | inline | both ] [ mandatory | proximity ]?

So the above should return 'false'. This is particularly problematic since the buggy
syntax maps to the deprecated css-snap-points spec so it can cause confusion if someone tries to use it 
for feature detection between old and new specification.
