While it sounds odd, according to the spec the following constraint needs to be satisfied:
'top' + 'margin-top' + 'border-top-width' + 'padding-top' + 'height' + 'padding-bottom' + 'border-bottom-width' + 'margin-bottom' + 'bottom' = height of containing block
