ForwardingHeaders of WTF are included as <wtf/FooBar.h>. But, the directory name was uppercase, DerivedSources/ForwardingHeaders/WTF. This confuses Ninja dependency tracking. It should be lowercase DerivedSources/ForwardingHeaders/wtf. This is sub task of Bug 180921.
