Editor's draft: https://dvcs.w3.org/hg/d4e/raw-file/tip/source_respec.htm KeyboardEvent constructor can be implemented under a DOM4_EVENTS_CONSTRUCTOR flag, which is enabled on Chromium ans Safari.
