If the "outline:none" is changed to some other style eg "outline:double", this problem can also be reproduced(we can see that the outline is drawn correctly but there is no sign when you move the focus). So it is very strange there "outline: none" and "NO outline" in the page differs. I guess there is a bug inside the webcore code when handling CSS property.
