The windows build bots are already in the core builders list, but the test bots have been excluded due to unreliability. I'd like to change that, but we'll need to fix a bunch of reliability bugs first. I filed bug 55665 to cover making Windows 7 Release (Tests) a core builder. Someday (hopefully soon) we'll make Windows XP Debug (Tests) core, too.
