The flag should probably control exposure of ApplicationCache API. Interestingly, Chrome disabled support for AppCache in non secure contexts at the end of 2019 (https://web.dev/appcache-removal/). Chrome plan seems to fully remove AppCache support in H1 2021, which should give some information for regular browsing content and applications.
