The expected behavior is for them to be read as an image, which is what happens in Chrome. Inline SVGs in Safari are explicitly given role="img" to achieve the effect of being read as an image rather than a group; however there is no reason an img tag shouldn't always have an implicit role of img, regardless of the format of the source image.
